Partial warm rental models as an incentive for energy-efficient building refurbishment

Abstract

Renovation of energy systems is urgently needed to decarbonize the building sector. Currently, however, there are not enough incentives for landlords to make such investments, as they do not benefit directly from them. One possible solution could be to switch to a partial warm rental model. This article discusses the investment incentives for energy efficiency improvements and then provides an overview of the mechanisms, various design options, and legal feasibility of partial warm rent models.
