IKEM examines the legal framework for citizens' buses and comparable mobility initiatives in Baden-Württemberg.

Citizen bus services and similar offers are an important component of mobility in rural areas. They are primarily supported by local civic engagement, but are always implemented as a joint effort with contributions from municipalities, transport companies and other supporters. In addition, the initiatives are very different in terms of their focal points, resources, formal design and other features.

The institutional and legal framework of passenger transport is not designed to cover community transport and the diverse situation of civil society actors. As a result, civic mobility initiatives are repeatedly faced with legal issues that can lead to considerable uncertainty, delays and the failure of the initiatives. To avoid these legal uncertainties, IKEM prepares a comprehensive report on the current legal situation in Germany and Baden-Würrtemberg.
