Demographic change and the increasing migration of young people to urban areas are leading to a decline in demand for mobility services in rural areas. As a result, traditional public transport services are usually no longer profitable and have been greatly reduced. The accessibility of public facilities and services for residents (people-to-service mobility) is therefore one of the main problems in rural areas. Another challenge is the provision and care for people (service-to-people mobility). Private-sector operators are less and less likely to take on this task due to a lack of sufficient demand.

MAMBA aims to find new solutions by improving the integration of mobility services and structures. The project will set up regional and local “mobility centers” in nine affected regions. The goal is to optimize the management of traffic capacities in the traffic administration as well as to introduce or bundle information systems of traffic services. It also aims to improve cooperation between mobility service providers.

New mobility solutions in rural areas and the formation of mobility centers raise legal questions regarding their approvability and admissibility under municipal constitutional law. IKEM determines the current legal situation in Germany and in the other participating Baltic Sea countries as well as the compatibility of new mobility concepts with this legal framework.
