The MoU formalises the collaboration between EUETH and Ukraine’s parliamentary committee, with a shared focus on fostering energy efficiency, enhancing regulatory frameworks, promoting private investment in green energy, and ensuring that Ukraine’s energy sector is prepared for its future integration into the EU. This partnership is designed to help Ukraine develop a comprehensive roadmap for rebuilding and transforming its energy system.

EUETH, established with the support of Breakthrough Energy, is an independent centre for interdisciplinary research, policy dialogue, and capacity building. Its mission is to guide Ukraine beyond the immediate reconstruction of its energy infrastructure, creating a future-proof system that guarantees energy security, economic prosperity, and environmental sustainability.

Dr Ivo Hlaváček, EUETH’s representative, emphasised the importance of this collaboration: “This is a momentous occasion, not only for EUETH but for Ukraine’s future as a sustainable energy leader. We are honoured to formalise our commitment to assist Ukraine in rebuilding and transforming its energy sector. EUETH will bring its full capacity and expertise to ensure that Ukraine’s energy transition is efficient, equitable, and fully aligned with European standards.”

Commenting on the significance of the partnership, Andriy Gerus stated: “This MoU represents a critical step in aligning Ukraine’s energy sector with European standards and best practices. By partnering with EUETH, we are ensuring that our energy policies and projects will support a competitive, transparent energy market that attracts both local and international investors. This collaboration is key to Ukraine’s sustainable future and its integration into the European energy system.”

The MoU is signed at a crucial time, as Ukraine seeks to rebuild its energy infrastructure in a way that supports its long-term recovery and EU accession. By joining forces with Ukraine’s parliamentary energy committee, EUETH will provide the technical expertise and strategic guidance needed to support key energy reforms, attract private investment, and promote clean energy solutions.
